Draper HOAs and Solar: What They Can and Can't Do
Utah's Community Association Act gives homeowners a real, but limited, right to solar. The details depend on your home type and where your HOA wrote its limit.
A rule can't ban solar
For a detached home, HOA rules, design guidelines or board policies can't prohibit solar. Only the recorded declaration (CC&Rs) can.
Limits must be small
Restrictions on size, location or placement are allowed only if they cut production by 5% or less and raise cost by 5% or less.
Pre-2017 bans can stand
An express prohibition in a declaration recorded, or an HOA action taken, before January 1, 2017 falls outside the law.
Developer control
The protections don't apply while the developer still controls the association, which matters in newer Draper neighborhoods.
Attached homes need consent
Attached owners qualify only if the HOA has no ownership or upkeep duty for the roof or exterior, and every owner in the building agrees.
51% to remove a ban
Adding a new prohibition takes 67% of the voting interests; removing an existing ban on detached homes takes 51%.
An HOA may still require code compliance, roof panels that don't rise above the roof line or use roof-colored frames and wiring, ground mounts hidden from the street, and a reasonable review fee. We draw HOA-ready plans showing layout, color and conduit so the committee can say yes quickly.
Where to find your HOA's rules: ask your management company for the recorded declaration (CC&Rs), the architectural or design guidelines, and the approval form. The recording date on the declaration matters, because it tells you whether the pre-2017 exception could apply. Send us copies with your bill and we'll build the design around them from day one.

Draper's portal says this permit is for solar on any structure, and for battery storage when it isn't part of a new solar system. The work must be done by a Utah licensed electrical contractor, a licensed solar photovoltaic contractor, or, on a home only, the owner acting as owner-builder. What a Draper Solar kWh Is Worth
Check the logo on your bill. Most Draper homes are Rocky Mountain Power customers, so new solar falls under net billing (Schedule 137). Here's what that means for a Draper roof.
Your monthly solar value
Exports valued at Schedule 137's 4.855¢ (June–September) and 4.033¢ (October–May). Illustrative; enter your own rate.
Every kWh your panels make either powers your home as it's made, saving your full retail price, or flows to the grid for a 4–5¢ credit. Raise the "used in your home" slider and watch the value climb. That's the whole game in a Rocky Mountain Power city.
Unused export credits roll forward but expire at the March meter read. Your Schedule 1 energy charge is also higher above 400 kWh a month, so solar that offsets heavy summer use is worth the most. Rocky Mountain Power's optional time-of-use plan prices weekday power from 6 to 10 p.m. far above other hours, which is where a battery can help.

Why does Draper cost more per watt than the state average? EnergySage doesn't say, and we found no Draper-specific study. Larger systems usually cost less per watt, so roof complexity, tile roofs and HOA design limits are plausible factors, not proven ones. EnergySage estimates the average Draper owner saves about $9,947 over 25 years, a modest figure that reflects Rocky Mountain Power's low export credit. Sizing Solar Panel Installation Draper Homes Need
On Rocky Mountain Power, a bigger system isn't automatically better. Every extra kWh beyond what you can use earns only 4–5¢, and banked credits expire each March. So we size Draper systems to your 12-month usage pattern, not your roof's maximum.
Draper's average system (13.83 kW) is above Utah's 13.27 kW, but your bill decides, not the average. Solar Plus Battery Backup in Draper
In a Rocky Mountain Power city, a battery earns its keep two ways. It stores midday solar that would export for 4–5¢ and uses it in the evening, when that power is worth your full retail rate. And it keeps your essentials running when the grid goes down.
Rocky Mountain Power says it can now call a Public Safety Power Shutoff anywhere in its service area when wildfire weather demands it, rather than only in pre-mapped zones; its 2026 shutoffs were in central and southern Utah. Draper customers can also apply for the Wattsmart Battery rebate: $2,000 for a single battery of 10 kW or more, or $1,000 below that, with enrollment in Rocky Mountain Power's grid program.
