What a Herriman HOA May and May Not Require for Solar
The rule of thumb: a recorded declaration can restrict solar, a board rule mostly can't ban it, and any placement condition has to stay inside the 5% limits.
An HOA may require

- Impose placement limits that cut production by more than 5%
- Impose limits that raise installation cost by more than 5%
- Add a new declaration ban without a 67% owner vote
- Block owners from removing an existing ban with a 51% vote
Two carve-outs matter in a fast-growing city like Herriman. The statute doesn't reach an express solar ban recorded or adopted before January 1, 2017, and it doesn't apply while the developer still controls the association. If you're in a newer phase, ask the management company whether owners have taken over yet. Attached homes, like townhomes, qualify only when the HOA has no ownership or maintenance duty for the roof or exterior and every owner in the building agrees.

Herriman Solar Permit Timeline, Week by Week
The longest single step is the city's plan review. Herriman sends every solar and battery plan to WC3, an outside reviewer, and lists about 10 to 15 working days before the permit is issued.
Striped bars depend on someone else's calendar. To apply, Herriman wants the online permit application with a site plan showing the panel layout and the 3-foot walkway around the array, a one-line diagram and the items on its plan submittal checklist, a structural engineer's approval letter, and a signed WC3 agreement. The $228.18 permit fee is invoiced once the department accepts the application and has to be paid before review starts; WC3 bills its own plan review fee separately. The Eight Photos Herriman's Inspector Asks to See
Herriman's inspector doesn't climb every roof. The city's checklist asks installers to show photos, with the permit number or address in the shot, of the parts hidden once the array is finished.

Herriman has a place in Utah's battery story.
